Indeed, blond hair is a recessive trait but it is possible for the non-blond parent to have brown hair and an unexpressed blond hair gene resulting in a chance to have a blond kid.
My brother has brown hair, a blonde wife and a son with shiny blond hair. That's possible because we had 2 blond grandparents. Plus is very common for kids to be born with blond hair and have it turn brown during puberty, especially for boys. I hope my nephew keeps his shiny hair though.
